RTM Overturns Controversial Amendment 621

For the past month and a half Westporters have been debating the ramifications of a new amendment recently passed by the Planning and Zoning. As Valerie Jacobs, lead petitioner against P&Z’s Amendment 621 explained, “A few weeks ago, P&Z passed Amendment 621, which among other things: (i) imposes a brand new 15% “building” coverage test in AA and AAA zones, (ii) requires homeowners to include patios and terraces in the 25% “total” coverage test (which also includes driveways, etc.), (iii) changes the way that pools and tennis courts are measured (e.g., tennis courts now count at 100% instead of 50% and the coping on pools now counts); (iv) requires people with wetlands and steep slopes to deduct 80% of those areas area BEFORE they multiply the new 15% rule (which greatly reduces their property value and buildable area–even though they can’t build on those areas anyway).”

Last night after nearly five hours of testimony, the RTM voted 32-1 overturning the amendment which P&Z had hoped would regulate and limit big houses as well as mitigate runoff and protect fragile aquifers and waterways. Corwin, the chairman of P & Z felt the P & Z was “fulfilling a commitment to the town as a whole, to our children, our grandchildren.” He said the amendment was in accordance with the Town Plan of Conservation and Development because it addressed the issues of water quality and big houses.

Soon after P& Z passed the amendment on Dec 9^th, a huge public outcry arose over the hardships that would ensue, arguing that the new regulations would decrease home values by decreasing house-lot coverage from 25 to 15 percent.

New Property Regulations- Are They Coming to Town?

Big houses are a fact of life in Fairfield County. We call them “McMansions,” but only when they belong to someone else.

Over the years there have been numerous debates on how to lessen the impact of “overbuilding” with these sometimes enormous houses, which many feel radically change the overall aesthetics of a town, while retaining a taxpayer’s rights to do what they want with their property. In an effort to regulate development in the town of Westport, the Westport Planning and Zoning Committee has engaged a consulting firm by the name of Planimetrics to assist in developing new coverage regulations for residential structures. According to Planimetrics, there remains great potential for additional coverage and building in Westport which, the committee concludes, will seriously impact the community in ways such as drainage. However, amending coverage regulations is neither an easy nor a popular topic. More regulation, is that always the best answer?

Thursday night, September 30^th there will be a public hearing at Westport Town Hall where P & Z will take up the proposed Amendment #621 Residential Structures- Coverage Regulations. On the table will be a number of changes, such as a new 15% building coverage test in AA and AAA zones, changes to what constitutes building coverage, including changes to pools, tennis courts, patios and terraces. Also, there will be a newly defined “net lot area” taking into consideration slope, wetlands etc further reducing the “building envelope” of many properties and thus throwing them into a “non conforming” status. It should be quite an evening where the changes could affect every house in the town at some point in time!

Celebrating Westport’s Birthday

While the state of Connecticut is celebrating it’s 375th birthday this year, Westport is looking for ways to celebrate it’s 175th birthday as well. Westport was sectioned out of parts of Fairfield and Norwalk which ran along the Saugatuck River in what is now Westport’s center. It received its charter from Connecticut by a special act of the legislature which was signed on May 28, 1835.

Not only is the town of Westport looking for ways to mark the town’s birthday, there has been a committee formed to develop a celebration of the 50th anniversary of the town’s $1.9 million purchase of the Longshore Club Park in 1960, regarded as the most significant land acquisition in the town’s history. The decision to purchase the property was approved by a 38-0 vote at a Representative Town Meeting held on April 14, 1960 and only a few weeks later, Longshore Club Park was opened to townspeople on May 28, 1960. Prior to this period the property was the privately owned Longshore Beach and Country Club. “The purchase of the 169-acre Longshore property, with its golf course, tennis courts, pools, marina, inn/restaurant and playgrounds was a stunning accomplishment,” said First Selectman Gordon F. Joseloff. “And Longshore has long since become another of Westport’s shining jewels.”

Clothing Drive For Haiti

Clean out your closets and join the efforts to help Haiti’s earthquake victims. A one-day drop-off for used clothing, towels, over-the-counter medications and other items that will be sent directly to needy families in the most devastated areas is being held Thursday February 11^th noon til 7:00 pm.

Volunteers including Westport youth organizations and a Bridgeport woman are hosting this 1-day clothing and medicine drive in Norwalk to benefit Haiti. The day-long collection will be held at the Builders Beyond Borders office 8 Willard Rd., Norwalk (behind CVS on US1).

Items most desperately needed in clean and good condition, prevalent in many Fairfield County homes, are:

All clothing (other than heavy winter jackets), shoes (from flat sandals to work boots), socks, new underwear, sheets, towels of all sizes, work gloves, toothpaste, soap, pain relievers (infant, child, adult), antibacterial ointment, feminine products, band-aids, antacids, diapers, gently used stuffed animals. Donations can be dropped off in bags or boxes.

Please also consider a $5 to $10 donation to help with shipping costs.

All donations will be shipped directly to the Haitian port Cap-Haiten by Winy Cedon, of Bridgeport. While southern ports are struggling with a backlog of aid, this northern port remains open to new shipments. Winy was born in Haiti, moved to the U.S. when she was 13, and now works as a nurse in Trumbull, CT. Even in better times, Winy regularly ships much-needed items to poverty-stricken villages in Haiti. Now, she is using her network in Haiti to help earthquake victims. All items will be met in Haiti by Winy’s family and community of friends north of Port au Prince. They are eagerly awaiting more shipments – please clean out your closets, basement and attics and help!!

Bedford Middle School Wins National Award

Westport’s Bedford Middle School was recently recognized as a 2009 recipient of the National Blue Ribbon Award. Administered by the U.S. Department of Education, the designation is part of a federal program which recognizes schools that are academically superior or demonstrate dramatic gains in student achievement to superior levels. Bedford is among eight schools in the state of Connecticut to win the award, three of which are public schools.

November 3^rd marked a ceremony where each of the 314 U.S. schools received the honor, 264 public and 50 private schools. The schools were given plaques and flags signifying their status and told that their schools served as models for schools throughout the country.

Senator Christopher Dodd was among those congratulating the schools, “Countless children and families across Connecticut join me in expressing great appreciation for the good work being done at these schools,” commented Dodd.

In addition to Bedford, the 2009 Connecticut winners are East Ridge Middle School in Ridgefield; Greenwich Catholic School in Greenwich; Our Lady of Fatima School in Wilton; St. Mark School in Stratford; St. Cecelia School in Stamford; St. Rose of Lima School in Newtown; and Thomas Hooker School in Meriden.
